Greenwar by Steven Gould and Laura J. Mixon

In the environmental thriller Greenwar, Emma Tooke is the designer and manager of Gulf Stream I, a sea platform off the Florida coast that harvests energy and food from the sea. She's assigned a new environmental compliance manager, Keith Hellman, just as a hurricane bears down on the facility. Unbeknownst to Emma, Keith is actually an EPA officer working with the FBI to thwart an eco-terrorist attack on Gulf Stream I.

Emma is initially hostile to Keith's presence since he was foisted on her by the CEO of Gulfstream, who knows that Keith's working with the FBI. However, the FBI suspects that Emma's old boyfriend is the plotting the terrorist attack on Gulf Stream I, so Emma is also a suspect, and Keith is not allowed to reveal his true mission.

Keith proves his worth when he helps Emma protect the facility against the hurricane. Emma begins to respect Keith, and eventually, they fall in love, just as the terrorist plot begins to unfold.

Greenwar was written by the husband and wife team of Steven Gould and Laura J. Mixon. The novel unfolds a little slowly at first, and the large cast of characters is somewhat difficult to keep track of. Stick with it -- the action picks up when the hurricane strikes, and from then on, it's a highly interesting read.
